Neil Allen is the Founder and Consulting Director of Setonix Digital, with over 25 years’ experience in ICT leadership across West Australian Metropolitan Local Government. He has delivered enterprise-class digital management solutions and led digital transformation at the City of Canning, successfully implementing TechnologyOne’s OneCouncil solution. Neil currently assists the Cities of Swan, Stirling and South Perth with their digital transformation journeys. He provides expert Business, Enterprise and Solution Architecture services, Digital Strategies and Roadmaps, and Program Management, Project Management assurance\mentoring, all supported by his Master of Management, Information Systems.

Danielle Rafferty
is an accomplished information management professional and Business Systems Analyst with over 20 years’ diverse industry experience. She combines technical expertise in eDRMS systems (Objective, Records/Content Manager and TechnologyOne ECM) with specialist skills in Information & Records Management and deep understanding of local government processes.
As ECM Project Manager at the City of Canning, Danielle successfully led the TechnologyOne ECM implementation and managed the complex data migration from Content Manager to various TechnologyOne modules.
Her skill in driving digital transformation, conducting evaluations, and aligning technology with business objectives is vital to Setonix Digital. Danielle currently provides high-level IM/ECM consultancy to several local governments, including the Cities of Stirling, South Perth, Kwinana, Karratha, and the Shires of Kulin, Serpentine-Jarrahdale, and the state entities in the Gascoyne Development Commission & Dept Fire & Emergency Services.
Danielle possesses Post Graduate Diploma in Information Science.

Daniel Lim is a Senior Consultant and Chartered Accountant with nearly a decade of experience in ERP implementations, specialising in TechnologyOne solutions and Enterprise Asset Management. His expertise in optimising business performance reporting combines strong technical knowledge with financial acumen. Daniel excels in business partnering and building trusted relationships across organisations while implementing best practices.
With extensive experience in financial modelling, data analysis and visualisation using Power BI, Daniel has successfully implemented isolated works ledgers and mobile field enablement of ERP systems. His background spans from multinational corporations to Western Australian local & State governments, making him an invaluable asset for organisations seeking to modernise their financial systems and streamline operational processes.
Daniel holds a Bachelor of Commerce, a Diploma of Chartered Accounting, and a Professional Certificate in Asset Management Planning.
FRANKO SEMAN

Franko Seman is a Senior Consultant specialising in Digital Transformation and TechnologyOne solutions with over 25 years’ experience in delivering information systems. During his eight years at the City of Canning, he played a pivotal role implementing TechnologyOne’s OneCouncil solution, developing expertise across multiple modules including Finance, Supply Chain Management, Enterprise Asset Management, and Property & Rating.
Franko led Australia’s first implementation of TechnologyOne’s DXP Local Government platform and developed custom payment solution interfaces. He is highly proficient in Business Process Automations, TScripts and DocOnes, with particular strength in solution architecture for Name and Address remediation. His experience in digital content strategy implementation and corporate website redevelopment demonstrates his commitment to customer-first principles.
Franko holds a Bachelor of Commerce in Information Systems, complemented by ITIL Foundation and PRINCE2 Foundation certifications.
